Public, immutable record of systems that satisfied all 15 Technical Mandates across the Five Gates of the HARS Standard at the time of audit. Certification is binary. There is no partial compliance, no provisional status, and no self-certification. A system either passes or it does not appear here.

Each entry is cryptographically bound to a runtime hash. Any modification to the certified build invalidates certification immediately and irreversibly.

All entries are independently audited and cryptographically sealed.
