Certification Review Submission

HARS certification is an architectural audit. It is not a product, a service, or a negotiable outcome.

Submission places the system under audit. It does not establish communication, relationship, or entitlement. Entry into the ledger is binary: a system either satisfies all 15 Technical Mandates across the Five Gates, or it is excluded. There is no provisional status and no partial certification. There is no feedback or remediation guidance on failed submissions. Each system receives a complete audit receipt detailing all points of failure. The system does not provide guidance. The receipt provides proof. Submissions that fail to demonstrate a foundational understanding of Architectural Non-Interference will be rejected without review.

HARS regulates system capacity, not behavior. Systems are evaluated based on what they are structurally incapable of doing.

Submission Requirements

The Five GatesSystems are required to satisfy all 15 Technical Mandates of the HARS Standard v1.0. A single failure is disqualifying. There is no partial pass.
Architecture, not intentHARS certifies architectural constraints — not stated intentions, privacy policies, design documents, or configuration settings. Operator claims are irrelevant. Runtime behavior is determinative.
Hash-locked builds onlyThe Seal is issued against a specific, cryptographically verified build. Any change to any runtime file — including dependencies and routing — invalidates the Seal immediately and irreversibly. There is no patch path.
No self-certificationCertification requires a completed audit conducted by HARS Authority LLC using the HARS Compliance Runner. Documentation, attestations, and third-party assessments are not accepted as substitutes.

Submission Specification

Provide a technical description of system function, certification intent, and architectural alignment with the Five Gates. Only systems with verifiable structural constraints will be considered.

Submissions without a substantive technical description are not processed.
